LA GRULLA, Texas – A local official said he felt helpless this month while the Rio Grande continued its rapid rise, flooding rural neighborhoods as a dam emptied the equivalent of two Olympic-size swimming pools every three seconds.
Judge Eloy Vera, Starr County’s highest-ranking official, said a decision by water officials upstream to let more water flow from reservoirs made life difficult for downstream communities such as his.
The result was a Rio Grande that hopped its banks and spread to dimensions unrecognizable as a river, much less the lazy boundary between the U.S. and Mexico.
“It is kind of frustrating that we have no input into how much water is released,” Vera said.
Vera, a civil engineer by trade, said he understands the technical reasons for the release. Still, it wasn’t easy to explain that to owners of 130 homes whose property became a sopping mess despite a two-week stretch of sunny skies.
U.S. and Mexican officials insist the flooding earlier this month that inundated South Texas and northeastern Mexico was inevitable, even though much of it followed releases at Amistad Dam near Del Rio and Falcon Dam near Zapata. The waters have forced thousands from their homes and closed international crossings.
When hurricane season began June 1, Amistad was at its highest level for that day since 1992 but still below the so-called “conservation level,” the maximum amount water managers are supposed to keep in a reservoir most of the time.
A month later, Hurricane Alex came ashore about 100 miles south of the Rio Grande, dumping heavy rain. That forced managers to begin increasing the flow from reservoirs, dumping water typically hoarded for agriculture and other uses.
Eight days after Alex, a tropical depression brought yet more rain to the river and its tributaries.
Several feet fell in some areas, and dam managers kept pumping water out of the reservoirs to avoid unplanned catastrophic failures as residents downstream evacuated.
Experts say there is some debate over whether the maximum reservoir levels should be lower during hurricane season.
“To take conservation level as the safe level is a little risky in my mind,” said Gordon Wells, program manager at the Center for Space Research at the University of Texas at Austin, which assists the state in modeling storms’ impact.
Storms can be big enough to overwhelm the reservoir space set aside for flooding, he said.

IT was like tea at the Ritz for Drybrook and District Male Voice Choir.
Members’ wives created their own version of prestigious London hotel the Ritz in a bid to raise funds.
They donned aprons to serve tea and cakes.
David Wilson, from the choir, said: “When guests arrived at the choir room, they were met by waitresses dressed in black and white with headdresses and aprons simulating the reception they would get at the famous London hotel restaurant.
“They were then escorted to a table set out with fine crockery, elevated cake stands adequately stocked with cakes of many designs and colours, ready for the guests.”
The choir sang Some Enchanted Evening, Do You Hear The People Sing, Bring Him Home and There’s a Land Between Two Rivers and raised Pounds 200 at the event.
Eventually, all things merge into one, and a river runs through it. The river was cut by the world’s great flood and runs over rocks from the basement of time. On some of the rocks are timeless raindrops. Under the rocks are the words, and some of the words are theirs. I am haunted by waters….”

Kendo was originally called kenjutsu however, as a result of the world war, Japan had to change its name to kendo. It is also known in some cultures (mainly korean) as kumdo. Kumdo is essentially kendo without the ettiquite and with different terminology.
In kendo there are 4 basic targets, the goal being to disarm/kill your opponent in one hit. The basic targets are the head (men), hand (kote), stomach (do), and finally, the throat (tsuki). There are combinations of the hits, one example being “kote-men”, in which you “cut off” their hand and cut their head open immediatly after.
In kumdo the targets are the same. However, kenjutsu is more of a “no rule/kill your enemy/not a sport” art.In kenjutsu, unlike kendo, it is not uncommon to “spar” with 4 or 5 people at a time.
Ettiquete is a very big part of kendo; kendoka must bow upon entering and leaving the dojo and must show respect to their sempai (older students including sensei).
Kendo, unlike other martial arts, has no external signs of rank.

BUSAN, South Korea – A massive nuclear-powered U.S. supercarrier readied Saturday for maneuvers with ally South Korea in a potent show of force that North Korea has threatened could lead to “sacred war.”
The military drills, code-named “Invincible Spirit,” are to run today through Wednesday with about 8,000 U.S. and South Korean troops, 20 ships and submarines and 200 aircraft. The Nimitz-class USS George Washington, with several thousand sailors and dozens of fighters aboard, was deployed from Japan.
The North routinely threatens attacks whenever South Korea and the U.S. hold joint military drills, which Pyongyang sees as a rehearsal for an invasion. The U.S. keeps 28,500 troops in South Korea and another 50,000 in Japan, but says it has no intention of invading the North.
Still, the North’s latest rhetoric threatening “nuclear deterrence” and “sacred war” carries extra weight following the sinking of a South Korean warship that killed 46 sailors
